What's that in your coffee, boss?

So, Bagman Shango - He shows up in Gotham to raid a hospital, hoping to take advantage of chaos caused by Dead Arc. Does nothing but steal a tiny piece of Kryptonite (which likely turned out to be synthetic) and Dead Arc's hand (which was discarded in short order), and leaves.

No one's heard from him since other than some other shady, hooded individuals.

However, the bioweapon researcher and manufacturer was hard at work in creating the bioweaponry of the future, today. Though his plan for bio-K did not work out as intended, he had many plans to harvest, and one of them definitely came to fruition.

Of course, there are side effects, but what wouldn't you give so that, for one day, you had the power and the courage to do whatever you wished? The price is steep, but fair considering the glories you can attain with that kind of power.

It still needs to be tested, but so far it works best when added to coffee or caffeinated products and hemophilia and other benign side effects may occur. However, we won't know until we try, right?

* * *

So yeah, Bagman Shango's developed a new drug, and he's intending on testing it out soon. How soon? Soon soon if you catch my drift (aka whenever I'm available and someone actually wants to do something).

And as all shrewed, amoral businessmen are wont to do, it will be rushed to market and most likely body horror will happen when the effects wear off. That being said, he needs to be stopped, if only because he's a drug dealer dangit!
